How is evidence used for donor funding requests and strategic planning?

Assessing the use of evidence in National Strategic Plans and country-level Funding Requests

Why was this work needed?

During the Global Fund’s Grant Cycle 7 (GC7), a selection of countries that accessed technical assistance to improve their National Strategic Plans (NSPs) were invited to submit “Tailored for NSP” Funding Requests. This new process was intended to shorten and streamline Funding Requests by allowing references to NSPs and other documents. We assessed the extent to which Funding Requests were informed by evidence and evaluated the use of technical assistance in this process.

What did we do?

  • Extensive desk review of NSPs and Funding Requests to assess the use of evidence in practice

  • Qualitative data collection and analysis through interviews and online surveys to understand stakeholder perspectives on the use of evidence and technical assistance
